ความหมาย ลักษณะ คุณค่าของภูมิปัญญาท้องถิ่น ทั้งเป็นรายบุคคล กลุ่ม และแหล่งวิทยาการเรียนรู้ในชุมชนที่มีลักษณะเด่น และก่อให้เกิดประโยชน์ต่อชุมชน กระบวนการศึกษา การวิเคราะห์ สังเคราะห์ ทั้งภูมิปัญญาท้องถิ่นและที่รับมาจากต่างถิ่น
การดำรงอยู่การผสมผสาน การสืบทอดคุณค่าภูมิปัญญาท้องถิ่นที่มีต่อบุคคล กลุ่มและประชาสังคมนั้นๆ การส่งสริมพัฒนาการนำเอาภูมิปัญญาท้องถิ่นมาใช้ในการจัดประสบการณ์การเรียนรู้ การสอนและการพัฒนาหลักสูตรท้องถิ่นที่สอดคล้องกับชีวิตจริงของกลุ่มประชาสังคม
